How to deliver better policy integration?

Can low carbon societies deliver on energy policy goals including security and affordability? To address this question, several challenges and possible ways forward in reconciling these different objectives are presented, based on the recent analyses by the International Energy Agency (IEA). This article consists of five parts. First, how the IEA’s 3 E’s (energy security, economic growth, and environmental sustainability) have worked on multiple challenging policy goals simultaneously is explained. Second, based on our analyses in Energy Technology Perspectives, what is needed in the transformation to low-carbon societies in the energy sectors is illustrated. Third, major policies and measures for energy sector transformation is explained, based on other IEA analyses in the World Energy Outlook, as well as our upcoming publication series, Energy, Climate Change and Environment. Fourth, multiple related policy goals, including the air quality and greenhouse gas (GHG) nexus, and the multiple benefits of the energy efficiency policy are presented specifically. Finally, three necessary components for realising climate and energy policy integration are presented: timelines, metrics, and systems thinking. Overall, this article explores how to better deliver climate and energy policy integration in the real world.
